Political Malnourish in Biliran Province

Biliran and the Espina Dynasty

The importance of this coming May 14 2007 Elections cannot be understated. The survival of Biliran is primarily dependent on the outcome of these elections.

The presence of a family political dynasty in the infancy stage of Biliran has contributed to its negative growth which has resulted to Biliran being ranked as Number 9 among the top ten poorest provinces, Number 1 most malnourished province; and included in the top 20 hungriest provinces in the entirePhilippines. This is compounded by the complacency of the Biliranons in its state of political and economic affairs.

The Espina Dynasty has succeeded in maintaining tight control over Biliran due to the lack of active and political opposition in the past. Moreover, the occupation of the members of the Espina Dynasty of the top elective positions has totally eliminated the check and balances good governance must have to be effective.

The underdevelopment of Biliran is primarily caused by the unprecedented scale of graft and corruption and wanton abuse of power perpetrated by the Espina Dynasty.
The Espina Dynasty has also caused the loss of independence of Biliran’s public institutions including the Department of Education, to discharge its functions of serving the public.

The heavy reliance on political patronage has resulted to hiring employees on the basis of its political support to the Espinas. Employees for example, are hired on what they call “15/30″ wherein the hired employees only report for work twice a month. That is on the 15th and 30th of the month to collect their wages. That without rendering any form of work.

Biliran is littered with unfinished projects. It is alleged that a total amount of P1.77 Billion pesos have been granted to Biliran over the 12 years of the Espina Dynasty rule and yet not even 30% of the equivalent amount of funding is translated to completed projects.

Standard Operating Procedure, commonly termed as SOPs account for the misappropriation of government funds from a minimum of 25% to as high as 60%. It means, for a project costing P100 Million pesos, a minimum of P300 Million are already lost even before the project implementation starts.

The Espina Family came to Naval, Biliran 12 years ago with virtually nothing like what they are now. In a span of 12 years, the Espina Dynasty has turned themselves to multi millionaires as evidenced by their ownership of the following:
0. Mansions
1. Resorts
2. Construction business
3. Retail Business
4. Lotto Outlet
5. Commercial buildings
6. Agricultural properties
7. Condominium units
8. Lending and investment company
9. San Miguel and Coca Cola Distribution
10. Fleet of luxury vehicles including jet skis.
Congressman Gerryboy Espina drives a P8 Million pesos Corvette sports car.
11. Undisclosed amounts held in banks and shareholdings.

All these after only 12 years, In contrast, Biliran is
No. 9 poorest province,
No, 1 most malnourished and among the top 20 most hungry province in the entire country.

The Espina Dynasty is currently under investigation on a pending case of graft and corruption filed byAtty Glen Chong in October 2006. In spite of the Espinas’ devious effort to get an alleged clearance certificates from the Office of the Ombudsman in Quezon City in March 2007, the fact remains that those certificates should not have been issued in the first place as the Espinas are awaiting trial for graft and corruption which will later be escalated to plunder, in the Office of the Ombudsman Visayas, where Biliran is under its jurisdiction.Gerry Espina Sr, the head of the Dynasty has used his influence to get those dubious clearance certificates.

The current struggle to remove the Espina Dynasty from Biliran started with the assassination of Ex Governor Atty Danilo Parilla in September of 2006. The uproar caused by his death has snowballed into a freedom movement headed byAtty Glenn Chong and the Konsiyensiya, a civic minded group which was originally involved in the movement to lobby for the provincehood of Biliran back in 1986. Biliran was declared a province in 1992.

Now the freedom struggle has involved the Biliranon Freedom Fighters, Biliranon OFWs, and Biliranon in various parts of thePhilippines, and Biliranons abroad.

Mitimbakuwas ang akong hunahuna human sa halawom nga pag-hinoktok atubangan sa binohi kong ba-o ug arowana nga maoy nag giya kanako pag-sulat niining mga kataw-anan pinulongan nga akong nahibalo-an pinaagi sa mga sood ko nga kahigalaan.

Ang mga pulong nag-hatag kanako ug laing hagit sa kinabuhi human nahimamat ko pinaagi sa video cam chat sa higala natong si Vic Garcia ug Bernadette ang pinalanga nga kanhe barangay kapitan sa Ylaya.

Nahasiga ang akong mga mata daw samag flash light. Maoy misugat sa akong panan-aw ang pag-kislap sa iyang upaw. Ug milantad kanako si Doro Gonzalez nga nag-bitbit ug mga papel nga daw andam na sa piniliay nga tali-abot.

- At the rise of Marcos regime Gerry Espina is one of EPZA’s highest authority that made him successfully transformed his life into a political magnet from a shine-shoes boy in Cavite to a politically hierarchy in the Biliran province.
Now Biliran province political magnet, he has remained true to his achievement. By institutionalizing/monopolizing the islands private and business sector and he has transformed Biliranons relation with Manila, particularly with the office of the President.
When Mr. Espina became a congressional designate, Biliran was still in mayhem. Its islands still in ruin, political parties were bickering and a handful of will-to-do, the so called politically immature and stupid-oligarch controlled most of the island job positions.
In a short period of time, Mr. Espina addressed all these problems. He established his own political party with his family and relathieves. He concentrates his power in the Biliran province, and destroys his political enemies as reminders to others as to who was the king.
Mr. Espina was never popular in Manila. But he enjoys support from other political personalities. Yet the most spectacular change has taken place in Biliran’s province-hood policy.
When Jaroism collapsed, Biliran was embraced by the Parillalism as the redeemer and the sentiments were genuine but Parilla’s government never followed through. Biliran was covered by promises which never realize.
By the time Mr. Espina came to power, Biliran politician’s frustration could no longer be hidden. As more or less member of the board put it seriously. Mr. Espina never set out to confront his political enemy in the Biliran province. Indeed, he tried to establish a personal link to the Arroyo family.
In recent years, Mr. Espina has refined his strategy: instead of just responding to his political enemies’ initiatives, he is now launching his own with the help of money weapon and his own installed media outlet.
Now Espinas clumsy attitude to use money weapon with an under dog method to get rid of his political enemies has alarmed the indigenous Navalians and/or Biliranons. -apt-

Effects of Commonly Abuse Drugs..
What are they? : A class of drugs which stimulate the central nervous system and produce an increase in alertness and activity.

(1) Amphetamines [shabu] promote a feeling of alertness and increase in speech and general physical activity. Under medical supervision, the drugs are taken to control appetite.
Effects and dangers : Even small, infrequent doses can produce toxic effects in some people. Restlessness, anxiety, mood swings, panic, circulatory and cardiac disturbances, paranoid thoughts, hallucinations, convulsions, and coma have all been reported. Heavy, frequent doses can produce brain damage which results in speed disturbances and difficulty in turning thoughts into words. Death can result from injected amphetamines overdose. Long-term users often have acne resembling a measles rash; trouble with teeth, gums and nails, and dry lifeless hair. As heavy users who inject amphetamines accumulate larger amounts of the drug in their bodies, the resulting toxicity can produce amphetamine psychosis. People in this extremely suspicious, paranoid state, frequently exhibit bizarre, sometimes violent behavior.
Dependence : People with a history of sustained low-dose use quite often become dependent and feel they need the drug to bet by.

(2) Cocaine is a stimulant extracted from the leaves of the coca plant. It is available in many forms, the most available of which is cocaine hydrochloride. Cocaine hydrochloride is often used medically as a local anesthetic, but it is also sold illegally on the street in large pieces called rocks. Street cocaine is a white, crystal-like powder that is most commonly inhaled or snorted, though some users ingest, inject, or smoke a form of the drug called freebase or crack.
Freebase and crack are formed by chemically converting street cocaine to a purified substance that is more suitable for smoking. Smoking freebase or crack produces a shorter, but more intense high than other ways of using the drug. It is the most direct and rapid means of getting the drug to the brain, and because larger amounts are reaching the brain more quickly, the effects of the drug are more intense and the dangers associated with its use are greater.

(3) Ice, or crystal methamphetamine, is another stimulant that can be smoked and which has many of the same euphoric and adverse effects as crack.
Effects : The drug’s usual effects are dilated pupils and increased blood pressure, heart rate, breathing rate, and body temperature. Even small doses may elicit feelings of euphoria; illusions of increased mental and physical strength and sensory awareness; and a decrease in hunger, pain, and the perceived need for sleep. Large doses significantly magnify these effects, sometimes causing irrational behavior and confusion.
Dangers : Paranoia is not an uncommon response to heavy doses. Psychosis may be triggered in users prone to mental instability. Repeated inhalation often results in nostril and nasal membrane irritation. Some regular users have reported feelings of restlessness, irritability, and anxiety. Others have experienced hallucinations of touch, sight, taste, or smell. When people stop using cocaine after taking it for a long time, they frequently become depressed. They tend to fight off this depression by taking more cocaine, just as in the up/down amphetamine cycle. Cocaine is toxic. although few people realize it, overdose deaths, though rare, have occurred as a result of injecting, ingesting and even snorting cocaine. The deaths are a result of seizures followed by respiratory arrest and coma, or sometimes by cardiac arrest. Other dangers associated with cocaine include the risk of infection, such as hepatitis, resulting from the use of unsterile needles and the risk of fire or explosion resulting from the use of volatile substances necessary for freebase preparation.
Dependence : Cocaine is not a narcotic; no evidence suggests that it produces a physical dependence. However, cocaine is psychologically a very dangerous, dependence-producing drug. Smoking freebase or crack increases this risk of dependence.

(4) Caffeine may be the world’s most popular drug. It is primarily consumed in coffee and tea, but it is also found in cocoa, cola and other soft drinks, as well as in many over-the-counter medicines.Effects : Two to four cups of coffee increase heart rate, body temperature, urine production, and gastric juice secretion. Caffeine can also raise sugar levels and cause tremors, loss of coordination, decreased appetite, and postponement of fatigue. It can interfere with the depth of sleep and the amount of dream sleep by causing more rapid eye movement (REM) sleep at first, but less than average over an entire night. Extremely high doses may cause diarrhea, sleeplessness, trembling, severe headache, and nervousness.
Dependence : A form of physical dependence may result with regular consumption. In such cases, withdrawal symptoms may occur if caffeine use is stopped or interrupted. These symptoms include headache, irritability, and fatigue. Tolerance may develop with the use of six to eight cups or more a day. A regular user of caffeine who has developed a tolerance may also develop a craving for the drug’s effects.
Danger : Poisonous doses of caffeine have occurred occasionally and have resulted in convulsions, breathing failure, and even death. However, it is almost impossible to die from drinking too much coffee or tea. The deaths that have been reported have resulted from the misuse of tablets containing caffeine.

DIGOS CITY, Philippines--Militiamen have arrested a man, who had just finished his jail term for violating the Anti-Dangerous Drugs Act, after he allegedly tried to rape a neighbor.

Police Officer 1 Benjie Gemina, Digos City police investigator, identified the suspect as Renante Cansancio, 23, a resident of San Miguel village.

San Miguel village chief Salvador Lascuna said Cansancio sneaked into the house of a neighbor and attempted to rape her around 11 p.m. Thursday.

The victim cried for help. Cansancio, Lascuna said, tried to escape but was later collared by responding militiamen.

Alas nuybe sa buntag niadtong Lunes sa dihang nangaon sa baligya nga arrozcaldo ang mga biktima alang sa meryenda apan pag-abot sa udto kalit nga misakit na ang ilang mga tiyan samtang ang uban nangalipong.

Sa iyang pagsusi, nasayran ni Sanitary Inspector Canencia nga mismong Madre sa eskwelahan ang nagluto sa pagkaon nga gidalit ngadto sa mga kostumer sa kantina. Lakip sa mga nadala sa hospital mao ang mga magtutudlo nga sila Nestor Lerios ug Helen Facurib nga nakakaon usab sa arrozcaldo.

Adunay mga dili katuohang balita nga si Rolly “Intoy” O. Borrinaga miduaw didtong dapita sa wala pa ikataho ang maong balita.
