My name is Emit Tibon, usa ka abroad nga electricity engineer. Niadtong tuig 2010 mi-bakasyon ako sa Naval Biliran aron paghatod sa dalang kong kantidad sa akong pamelya. Human sa akong bakasyon mibalik ako paingon sa Singapore via Olongapo International airport.

Nahibulong na lang ko sir,,, sa dihang giharang ko sa immigration sa sala nga wala ako kahibalo. Ug tungon niini kanselado ang akong pag-lupad paingon sa akong trabaho tungod kay matod pa sa immigration officer adunay problema ang record ko sa NBI. Apan matod pa sa maong officer puedi naman kunong pag-usapan namo para ako makalusot, ang problema kay hurot na ang akong kantidad nga dala. Busa midali-dali kog kuhag clearances sa Naval Biliran ug sa Alabang Police aron pag-matood nga wala akoy kaso dinhi sa Pinas.

Matod pa sa usa ko ka higala, maayo siguro nga tawagon nako si Atty Gleen Apolinar nga anak ni Pesyong Apolinar aron hangyoon kon unsay dapat nako nga buhaton. Apan dili ma-contact si Atty Gleen kay out of the country kuno, kuyog ni Atty Velasquez.

But nahibalik na sad ko sa akong trabaho after my ordeal, peru ning-budlot ang akong mata sa kabalaka.

Now my question… Puedi ba diay butangag dorigatory record sa NBI ang usa ka gitawag nga HERO? Bisan kini’g walay nahimong sala?

Biliran and the Espina Dynasty

The importance of this coming May 14 2007 Elections cannot be understated. The survival of Biliran is primarily dependent on the outcome of these elections.

The presence of a family political dynasty in the infancy stage of Biliran has contributed to its negative growth which has resulted to Biliran being ranked as Number 9 among the top ten poorest provinces, Number 1 most malnourished province; and included in the top 20 hungriest provinces in the entirePhilippines. This is compounded by the complacency of the Biliranons in its state of political and economic affairs.

The Espina Dynasty has succeeded in maintaining tight control over Biliran due to the lack of active and political opposition in the past. Moreover, the occupation of the members of the Espina Dynasty of the top elective positions has totally eliminated the check and balances good governance must have to be effective.

The underdevelopment of Biliran is primarily caused by the unprecedented scale of graft and corruption and wanton abuse of power perpetrated by the Espina Dynasty.

The Espina Dynasty has also caused the loss of independence of Biliran’s public institutions including the Department of Education, to discharge its functions of serving the public.

The heavy reliance on political patronage has resulted to hiring employees on the basis of its political support to the Espinas. Employees for example, are hired on what they call “15/30″ wherein the hired employees only report for work twice a month. That is on the 15th and 30th of the month to collect their wages. That without rendering any form of work.

Biliran is littered with unfinished projects. It is alleged that a total amount of P1.77 Billion pesos have been granted to Biliran over the 12 years of the Espina Dynasty rule and yet not even 30% of the equivalent amount of funding is translated to completed projects.

Standard Operating Procedure, commonly termed as SOPs account for the misappropriation of government funds from a minimum of 25% to as high as 60%. It means, for a project costing P100 Million pesos, a minimum of P300 Million are already lost even before the project implementation starts.

The Espina Family came to Naval, Biliran 12 years ago with virtually nothing like what they are now. In a span of 12 years, the Espina Dynasty has turned themselves to multi millionaires as evidenced by their ownership of the following:

5. Commercial buildings

6. Agricultural properties

7. Condominium units

8. Lending and investment company

9. San Miguel and Coca Cola Distribution

All these after only 12 years, In contrast, Biliran is

The Espina Dynasty is currently under investigation on a pending case of graft and corruption filed byAtty Glen Chong in October 2006. In spite of the Espinas’ devious effort to get an alleged clearance certificates from the Office of the Ombudsman in Quezon City in March 2007, the fact remains that those certificates should not have been issued in the first place as the Espinas are awaiting trial for graft and corruption which will later be escalated to plunder, in the Office of the Ombudsman Visayas, where Biliran is under its jurisdiction.Gerry Espina Sr, the head of the Dynasty has used his influence to get those dubious clearance certificates.

The current struggle to remove the Espina Dynasty from Biliran started with the assassination of Ex Governor Atty Danilo Parilla in September of 2006. The uproar caused by his death has snowballed into a freedom movement headed byAtty Glenn Chong and the Konsiyensiya, a civic minded group which was originally involved in the movement to lobby for the provincehood of Biliran back in 1986. Biliran was declared a province in 1992.

Now the freedom struggle has involved the Biliranon Freedom Fighters, Biliranon OFWs, and Biliranon in various parts of thePhilippines, and Biliranons abroad.

Naval/Biliran - At the rise of Marcos regime Gerry Espina is one of EPZA’s highest authority that made him successfully transformed his life into a political magnet from a shine-shoes boy in Cavite to a politically hierarchy in the Biliran province.
Now Biliran province political magnet, he has remained true to his achievement. By institutionalizing/monopolizing the islands private and business sector and he has transformed Biliranons relation with Manila, particularly with the office of the President.
When Mr. Espina became a congressional designate, Biliran was still in mayhem. Its islands still in ruin, political parties were bickering and a handful of will-to-do, the so called politically immature and stupid-oligarch controlled most of the island job positions.
In a short period of time, Mr. Espina addressed all these problems. He established his own political party with his family and relathieves. He concentrates his power in the Biliran province, and destroys his political enemies as reminders to others as to who was the king.
Mr. Espina was never popular in Manila. But he enjoys support from other political personalities. Yet the most spectacular change has taken place in Biliran’s province-hood policy.
When Jaroism collapsed, Biliran was embraced by the Parillalism as the redeemer and the sentiments were genuine but Parilla’s government never followed through. Biliran was covered by promises which never realize.
By the time Mr. Espina came to power, Biliran politician’s frustration could no longer be hidden. As more or less member of the board put it seriously. Mr. Espina never set out to confront his political enemy in the Biliran province. Indeed, he tried to establish a personal link to the Arroyo family.
In recent years, Mr. Espina has refined his strategy: instead of just responding to his political enemies’ initiatives, he is now launching his own with the help of money weapon and his own installed media outlet.
Now Espinas clumsy attitude to use money weapon with an under dog method to get rid of his political enemies has alarmed the indigenous Navalians and/or Biliranons. -apt-

Effects of Commonly Abuse Drugs..
What are they? : A class of drugs which stimulate the central nervous system and produce an increase in alertness and activity.

(1) Amphetamines [shabu] promote a feeling of alertness and increase in speech and general physical activity. Under medical supervision, the drugs are taken to control appetite.
Effects and dangers : Even small, infrequent doses can produce toxic effects in some people. Restlessness, anxiety, mood swings, panic, circulatory and cardiac disturbances, paranoid thoughts, hallucinations, convulsions, and coma have all been reported. Heavy, frequent doses can produce brain damage which results in speed disturbances and difficulty in turning thoughts into words. Death can result from injected amphetamines overdose. Long-term users often have acne resembling a measles rash; trouble with teeth, gums and nails, and dry lifeless hair. As heavy users who inject amphetamines accumulate larger amounts of the drug in their bodies, the resulting toxicity can produce amphetamine psychosis. People in this extremely suspicious, paranoid state, frequently exhibit bizarre, sometimes violent behavior.
Dependence : People with a history of sustained low-dose use quite often become dependent and feel they need the drug to bet by.

(2) Cocaine is a stimulant extracted from the leaves of the coca plant. It is available in many forms, the most available of which is cocaine hydrochloride. Cocaine hydrochloride is often used medically as a local anesthetic, but it is also sold illegally on the street in large pieces called rocks. Street cocaine is a white, crystal-like powder that is most commonly inhaled or snorted, though some users ingest, inject, or smoke a form of the drug called freebase or crack.

Freebase and crack are formed by chemically converting street cocaine to a purified substance that is more suitable for smoking. Smoking freebase or crack produces a shorter, but more intense high than other ways of using the drug. It is the most direct and rapid means of getting the drug to the brain, and because larger amounts are reaching the brain more quickly, the effects of the drug are more intense and the dangers associated with its use are greater.

(3) Ice, or crystal methamphetamine, is another stimulant that can be smoked and which has many of the same euphoric and adverse effects as crack.
Effects : The drug’s usual effects are dilated pupils and increased blood pressure, heart rate, breathing rate, and body temperature. Even small doses may elicit feelings of euphoria; illusions of increased mental and physical strength and sensory awareness; and a decrease in hunger, pain, and the perceived need for sleep. Large doses significantly magnify these effects, sometimes causing irrational behavior and confusion.
Dangers : Paranoia is not an uncommon response to heavy doses. Psychosis may be triggered in users prone to mental instability. Repeated inhalation often results in nostril and nasal membrane irritation. Some regular users have reported feelings of restlessness, irritability, and anxiety. Others have experienced hallucinations of touch, sight, taste, or smell. When people stop using cocaine after taking it for a long time, they frequently become depressed. They tend to fight off this depression by taking more cocaine, just as in the up/down amphetamine cycle. Cocaine is toxic. although few people realize it, overdose deaths, though rare, have occurred as a result of injecting, ingesting and even snorting cocaine. The deaths are a result of seizures followed by respiratory arrest and coma, or sometimes by cardiac arrest. Other dangers associated with cocaine include the risk of infection, such as hepatitis, resulting from the use of unsterile needles and the risk of fire or explosion resulting from the use of volatile substances necessary for freebase preparation.
Dependence : Cocaine is not a narcotic; no evidence suggests that it produces a physical dependence. However, cocaine is psychologically a very dangerous, dependence-producing drug. Smoking freebase or crack increases this risk of dependence.

(4) Caffeine may be the world’s most popular drug. It is primarily consumed in coffee and tea, but it is also found in cocoa, cola and other soft drinks, as well as in many over-the-counter medicines.Effects : Two to four cups of coffee increase heart rate, body temperature, urine production, and gastric juice secretion. Caffeine can also raise sugar levels and cause tremors, loss of coordination, decreased appetite, and postponement of fatigue. It can interfere with the depth of sleep and the amount of dream sleep by causing more rapid eye movement (REM) sleep at first, but less than average over an entire night. Extremely high doses may cause diarrhea, sleeplessness, trembling, severe headache, and nervousness.
Dependence : A form of physical dependence may result with regular consumption. In such cases, withdrawal symptoms may occur if caffeine use is stopped or interrupted. These symptoms include headache, irritability, and fatigue. Tolerance may develop with the use of six to eight cups or more a day. A regular user of caffeine who has developed a tolerance may also develop a craving for the drug’s effects.
Danger : Poisonous doses of caffeine have occurred occasionally and have resulted in convulsions, breathing failure, and even death. However, it is almost impossible to die from drinking too much coffee or tea. The deaths that have been reported have resulted from the misuse of tablets containing caffeine.

DIGOS CITY, Philippines--Militiamen have arrested a man, who had just finished his jail term for violating the Anti-Dangerous Drugs Act, after he allegedly tried to rape a neighbor.

Police Officer 1 Benjie Gemina, Digos City police investigator, identified the suspect as Renante Cansancio, 23, a resident of San Miguel village.

San Miguel village chief Salvador Lascuna said Cansancio sneaked into the house of a neighbor and attempted to rape her around 11 p.m. Thursday.

The victim cried for help. Cansancio, Lascuna said, tried to escape but was later collared by responding militiamen.

Filipino war veteran sues US for benefits

THE FIRST ever complaint of a Filipino World War II veteran for unpaid benefits as a soldier under US command has been filed in the US Court of Federal Claims against the government of the United States.
Rodrigo B. Ramos, a native of La Union province, had apparently become weary of the long wait for US legislation to correct the infamous Rescission Act of 1948, which deprived Filipino soldiers who fought alongside American counterparts of equal benefits and privileges.
Ramos, now 80, fought as a constabulary and later a guerrilla recognized by the US Army during WWII. Later, he enlisted in the US Navy. He filed the suit last November.
Citing six allegations of violations of presidential proclamations, orders, directives and other statutes concerning the payment of salary, allowances and privileges, Ramos asked that the defendant United States of America would grant him pay back in the amount representing the difference between what he actually received during World War II and what was mandated by the primary basic pay statute in existence at the time of their induction into the US Armed Forces, plus interest and attorney's fees.
Ramos also demanded that he be recognized as a US citizen by birth since he said he was born in the Philippines during the period that the Philippines was a US colony.

MANILA, Philippines--Impatient over the resistance of Communist Party of the Philippines founding chairman Jose Ma. Sison to talk peace, the government will pursue “localized” negotiations with the rebels with or without their leader’s cooperation.
National Security Adviser Norberto Gonzales told the Philippine Daily Inquirer (parent company of INQUIRER.net) over the weekend the government will kick-start the stalled talks with the CPP and its armed wing, the New People’s Army, through their local commanders across the country.
On Friday, President Macapagal-Arroyo presided over a regional peace assembly in Tagbilaran City where she instructed the Armed Forces of the Philippines to crush the communist insurgency, the Moro rebellion and “sheer terrorism” by 2010.
The AFP “must evolve a strategy of rapid conclusion to address rebellion, with the National Security Council providing policy direction,” the President said as she unveiled the government’s hard-line template for winning the insurgencies. “I have a specified time-line—three years—to end armed rebellion in the Philippines,” she said. “It’s either get rid of them now, or get rid of them later. Whatever happens, they must be stopped,” she added.
The National Democratic Front, the political arm of the CCP-NPA, has opposed localized peace talks.
A legislator, who asked not to be named, told the Inquirer newspaper on Sunday: “Sison will not give to (Ms Arroyo) but to her successor the glory” of ending the longest-running insurgency in the world.
The amnesty proposal was forged during the two-day Local Peace and Security Assembly (LPSA) for Central Visayas, a gathering of local government, sector leaders and experts to find solutions to security problems in their localities.
LPSA participants presented to Arroyo an action plan to address the communist insurgency which included an offer of amnesty to the rebels and “their legal or aboveground organizations,” a cease-fire, support for localized peace talks, studying the revival of reserve officer training and the adoption of anti-poverty policies.

UPDATE ON VETERANS

With the nation's attention now focused on domestic issues, the Filipino American community is gearing up to rabble-rouse once again about the plight of Filipino World War II veterans when Congress resumes on April 29. The participation of Filipino American servicemen in the U.S. invasion of Iraq, it is hoped, will cast the veteran’s story in a more favorable light.

The American Coalition for Filipino Veterans is renewing its push for the passage of a health bill, HR 664 and S.68. The immediate goal: hold hearings in the House and Senate Veterans Affairs committees.

The National Network for Veterans Equity (NNVE), with chapters in San Francisco, New Jersey and Chicago, is preparing to launch another grassroots campaign. As it did in the last two years, NNVE is working hard to put pressure on Congress to pass HR 677 - the Filipino Veterans Equity Bill of 2003. Here in Chicago, NNVE's affiliate chapter is intensifying its education and organizing work.

For instance, it is collaborating with the Pintig Cultural Group to present "Alien Citizen" during Asian Heritage Month. Headed by IVEC President Arcadio Calabas and FilCRA coordinator Jerry Clarito, this effort to highlight the immigrants and veterans issue deserves community support. The play itself, described as "a riveting piece of theatre," calls attention to the injustice created by the U.S. Rescission Act of 1946, which denied rights and benefits to many Filipino veterans.

The Los Angeles-based FilAmVets Foundation, Inc., for its part, plans to take advantage of President Arroyo's state visit on May 19 by organizing a caravan to Washington DC. It plans to appeal to President Bush to issue an executive order forming a Filipino World War II Veterans Commission under the auspices of the Department of Veterans Affairs.

In the view of its members, this measure would help facilitate "a final resolution for entitlement of full U.S. veteran’s benefits for those Filipino veterans who served under the U.S. Army Forces and the American Flag regardless of their present residence and citizenship."

Organizers of these various initiatives all agree that their strategic mission is to restore the honor and dignity of Filipino veterans. Nothing short of HR 677's passage will bring closure to their long struggle for equity and justice.

The National Federation of Filipino American Associations (NaFFAA) and the Philippine Embassy are working closely with these groups to achieve this goal.

During the Second World War Filipino soldiers fight along with the Americans against the terrorist-invading Japanese and many Americans and Filipinos died during the war.

Filipino soldiers were being recognized and equally treated along with the Americans during the war. Benefits and other amenities were equally given.

Today Filipino soldiers of the World War II are called “Veterans” and are considered as forgotten heroes. As goodwill, the American government allotted budget to give pensions to these Veterans. However, these “benefits” are being misappropriated and taken advantage by some officials.

Furthermore, some of these Veterans have not received any single amount. And it is believe that there are discrepancies midways of the documents processing. Some deceased Veterans were not accordingly reported to the Veteran Association in Manila hence their annuity/pension continues but receive by “somebody” without kin’s knowledge.

In particular, Mr. Arnulfo Conejo Suansing of Balagunan Sto. Tomas Davao died last 1997 however; the Veteran Association based in Camp Fort Bonifacio in Manila has no record of the deceased.

Moreover, his kin received an invitation from Manila asking Mr. Suansing’s presence for the Veteran’s election, or an inauguration of whatsoever.

It is believe that the monthly pension for Mr. Suansing is being received by “somebody”, a complainant who requested for anonymity.

In the homestretch of the campaign, both parties who want to occupy Biliran Province have traded barbs during their rallies. A source and a friend of mine confronted me last week that their masters has already allotted a bags of bundles of money ready to buy the votes of the Biliranon for their victory. Starting today the money will flood in Biliran. There is a lot of dirty money being used to bribe and influence the Biliranon. Perverted candidates reach out to the poor in the sum and in their lairs, offer them money, goods and promises in exchange of their votes. They are exploiting the poverty and weakness of the poor. Re-electionists use dirty money from graft and corruption, from gambling and drug lords to subvert the sovereign will, specifically the ignorance and illiteracy are most venerable to tempting of offers. Yes I agree from their loyalists that the people of Spain from Madrid de Manila who are disguising as Biliranon as what you connoted has done a lot of development in Biliran and simply also a lot of corruption. But development only happening in the district where they belong, but try to observe the other district down from Biliran to Culaba? You will experience heartache if you visit these places. You may be even made your tears drop I think, if you experience the rough road down these places. And try to visit Kawayan you will notice an accessible freeway linking the portion to the residence of the monster. I have also experienced the way down through the palace of Our Father in Biliran, a concreted and ever admiring site. Before when I went there, it was a rough road also but now it was already concreted. How unfair it was? I called this as an impediment rather than a development or advancement. For it is clear that economically, they are only doing things for their own benefits. Moreover this undertaking is onerous, unequal and one sided.

But this is not all there is to it. We still have time. The facts and the figures lies a multitude of voices waiting to be heard. LONG LIVE!

This election is my first time to exercise my rights to vote. I will stand for competency rather than by popularity.

We back 3 years ago when I was still in my high school at my ever daring Alma matter the Biliran National Agricultural College and has now being adopted by NIT. It was my observation during the 2001 elections, that practically you can’t win for a particular position if you don’t have sufficient funds to buy the votes of the people and after all poor the people. I went to observe the counting in one of the precinct in our Barangay I noticed a candidate for mayor who with him his over protective bodyguards armed with 45 and 9mm pistols and some with their paltik 38 revolvers came to the precinct. I was horrified at that time because of afraid of guns and goons who are cowards of the country. In fact we have a lot of guns and ammunitions at home and it was preserved by memories so that when time comes I run for Mayor or whoever in our family circle we can fights them. We are not show-off as what they are. I don’t know what will happen during and after elections. Two days more to come Election Na!. Bayaran Na! Tama Na! Palitan Na!

Shattered Hope By Silverio F. Aquino

I AM now 75. I have a wife and six children and two truckloads of grandchildren, but my family has been breaking up because of the failures of our government. All this makes my blood pressure shoot up. I think many senior citizens are in the same situation.
I know whereof I speak because I have lived through the administrations of Quezon, Osme๑a, Roxas, Quirino, Magsaysay, Garcia and Macapagal, and life under them was good. I was a boy during Quezon's time and I know little of Osme๑a'srule, but I know they were good and dedicated leaders. During the administrations of Roxas through Macapagal, I got an education, got married, had children and educated them in turn. The government under them was also good.
Then came Marcos. At first the people responded well to his exhortation: "Sa ikauunlad ng bayan, disiplina ang kailangan (For the nation to progress, discipline is needed)." But he turned out to be a dictator. He killed or imprisoned his political enemies, stole money in the billions of pesos, and repressed the people's freedoms.
One day my youngest daughter, who had just finished her course at the University of the Philippines announced, "My future has been ruined by Marcos. I want to leave." I was dumbfounded, but I knew she was right. She went abroad. Then my eldest son, an electrical engineer, followed her. I terribly missed them, and I blamed the government for taking away their hope for a bright future in their own country.
Upon the petition of my eldest son, now a citizen of another country, my wife and I were granted immigrant visas so we could live in that country. I did not go, but my wife went to live with my children there, so now we only visit each other. She, too, was disillusioned with our leaders. Her leaving was to me the unkindest cut of all.
Marcos was thrown out of power, and was succeeded by the widow of his foremost victim and later by a former army general. But my four children remained skeptical about the future. Tragedy struck when a movie actor was elected president. Then he was charged with plunder and detained without bail.
I watched what my four remaining children would do. True enough, two of them soon gave up and left. I could not believe they would go, since they had studied in good universities, they had decent houses, drove cars and lived in relative comfort. But they left because they saw no hope here especially for their own children.
Now I have only two children left with me. They are also jumping ship because they do not see any good reason for staying. Sadly I know they are just waiting for me to go to my final destination, and they may have only a few years to wait.
A recent survey found that about 20 percent of Filipinos want to leave the country. Many families really want to go abroad for good. One Inquirer columnist said it all for them when he wrote, "For the first time in my life last week, I really felt that this country has become hopeless." Like my four children who have gone, many people are convinced this country is hopeless and wish they had the opportunity to move elsewhere with their families.
Countless Filipinos have chosen another way to leave, which is by finding work abroad. If they could, they would uproot their families. But they are forced to leave behind their spouses, children and parents in order to take foreign jobs, mostly menial and below their level of education, and they and their loved ones must suffer the pains of separation and loneliness. While the government is happy for the millions of dollars that they send home to prop up the economy, it does nothing to address the reason why, like the emigrants, these overseas Filipino workers have to go abroad in the first place.
There is also the big brain drain that the government does not seem to care about. Educated and talented Filipinos go to live abroad and apply their expertise and knowledge to their foreign jobs. The exodus of doctors, nurses, engineers and technicians goes unabated, but the government is not bothered by this waste of talent.
Why do Filipinos go away? First of all, there is so much corruption everywhere in the government. A world opinion survey has revealed that our country is the third most corrupt in Asia and the 11th most corrupt in the world. There is also too much politics. The finance secretary has said that politics is the cause of our dire economic problems.
But who is engaged in too much politics? Why, the politicians, of course. There are too many of them in and outside Congress. They are concerned only about their personal ambitions and their expensive junkets and their abuse of their pork barrel and other perks. Gone are the days of Recto, Laurel, Diokno, Osias and House Speakers Cornelio Villareal and Eugenio Perez, of Ramon Magsaysay, and of justices like Concepcion, Moran, and Avanceqa.
Many politicians give speeches about poverty, joblessness, crime and other ills, but do very little, if at all, to address these problems. Instead, they resort to what is expedient or good for themselves. Look at the shameless speed with which congressmen have railroaded the impeachment charges against the Chief Justice and how some senators are thirsting for the publicity they will get as judges during the impeachment. Look also at how fast many politicians have risen to defend the Chief Justice without ascertaining that he is really innocent in his handling of the Judiciary Development Fund amounting to billions of pesos.
The people are now cynical of this government. Even Filipinos abroad share this cynicism, as shown by the fact that only one out of every 100 of them has bothered to register under the new Absentee Voting Law. Like my wife and children abroad, they do not trust the government enough to participate by voting. The common lament is, why vote when the same kind of so-called leaders will get elected anyway, by hook or by crook?
Now, I am horrified to learn that another movie actor, who has reportedly not finished high school, will be elected president in 2004.
When my last two remaining children leave because this country is hopeless, my family would be completely shattered and, if I would still be alive, my hope in the government will also be completely lost. This would be tragic for me. I have seen better governance from the likes of Laurel, Recto, and Magsaysay, and I will never see the light of hope in this hopeless country.
